European civic service already exists in France, how is the President of the Republic’s announcement a real novelty?

Indeed, the Civic Service Agency already has several programs such as Erasmus+ Youth & Sport, the European Solidarity Corps and the “Europe” civic service. The objective is to allow young people to meet but depending on the arrangements, the modalities are different (training, compensation, etc.).
