CharterNet
European Network for Fundamental Rights
An international project that strengthens awareness and skills around the Charter of Fundamental Rights of the European Union in eight Member States: Germany, France, Denmark, Croatia, Romania, Slovenia, Poland and Malta.
Rights that work in practice
CharterNet focuses on the practical application of the Charter of Fundamental Rights and on strengthening the people and organisations who protect human rights every day. It creates a space to exchange experience, learn together and develop practical solutions that can be put in place at local and European level.
The project helps people understand these rights better and shows how the Charter can be used in the work of civil society organisations, public institutions and local communities.
The Charter covers six key areas of human rights protection:
- Dignity
- Freedoms
- Equality
- Citizens’ rights
- Solidarity
- Justice
How the project works
European experience is gathered in international meetings, then carried into the realities of each country and community.
-
8 Multiplier Panels
Three-day international meetings, each devoted to one chapter of the Charter. Participants compare national and local experience, good practices and challenges in protecting and enforcing fundamental rights.
-
8 Co-Create Europe events
Local events where participants and public authorities adapt the recommendations to their country, and design concrete actions and creative ways to raise awareness in their communities.
-
The CharterNet Handbook
Recommendations, good practices and solutions from all events, collected in one publication that can be used in other Member States.
-
Information campaign
Throughout the project, a campaign makes the Charter more visible and shares the solutions developed with audiences across Europe.

Every panel and local event feeds one shared publication: concrete recommendations, good practices and tested tools for raising awareness of fundamental rights and applying the Charter more effectively.
It is written for civil society organisations, public authorities, rights enforcers and anyone who wants to use the Charter in their daily work, in any Member State.
Publication planned for 2028.
